Respeccing maybe one point is fine, but a complete respec should come with penalities. If you don't know what you're doing, you should either seek help or not play at all.
I'd say maybe small respec, like you have to spend experience or gold on it though, and lots of them.
Well having it cost experience might be the way to go, because people can't just give you experience. Maybe having you level down and lose a skill point in a selected skill might work, so you'd have to work more to get it into the area you want.
Except for the abuse of leveling up and getting good items, and then being to lose levels and keep your nice items so that the character is more powerful at such a low level. (Although you could get those items anyways from someone else or another character.)
Hardcore players I'm thinking not at all. No respec for them. C'mon guys you're hardcore, you die permanently.

Planning your character. That was a huge part of the game for a lot of people.
It's impossible to plan anything without testing each skill and without knowing how each skill improves after points are added into it. Planning is not a part of the game. Repetition (which signifies idiocy) and cookie cutter builds are a part of the game.
Maybe a ONE-TIME full re-spec and acouple points on the side, but if you're respeccing fully more than once, you're obviously doing something horribly wrong or trying to do too many things at once.
There should be maybe a one-time full respec every 2 months for one character on one account, so instead of respeccing to the latest pvp spec people will actually think about it.
In my opinion I think the only mulligan you should get is in the stat spend screen. They should make it so you have to confirm your stats/skills expenditures. I hear you; however, putting skill points into skills the first time with only a mulligan idea its all theory no practice. Putting many points into skeletons seems like a good idea initially, but when I played D2 by the 2nd act if you didn't have mages or some major bone skills you'd might as well start over.
Since diablo 2 gave some nice things as quest rewards, and with the greater the difficulty the bigger the payout on the forge or the malus quest... Having the respec be part of a quest could be a compromise. Only once per difficulty where normal allowed you x number of skills pionts ot respec, nitemare 2x and Hell 3x.

No respeccing, (and if any VERY limited or like others have suggested only a short time after adding to a skill so you can fix a mistake, you should not be able to not remake your character in a few minutes). Let me just say that I support Respecs - But not without some difficult to obtain way of doing it (I.E. a Difficult quest and or a Ridiculous amount of cash, say 1 million gold).
Anyways, Being forced to start a new character isn't fun, especially for those of use that play the game legitimately. People who rush or get rushed may enjoy doing that for quick kicks, but someone like me shouldn't be forced to start a brand new character just because of a misclick or extremy inefficient skill set.
I'm sorry if people don't like to have a main avatar, but I do, and I don't like being force fed the same content over and over to get the "correct build." I want to use my main to find awesome items to make him better! that's so much more fun, I'd rather run Hell Cows x 100 times then Redo all the game content to start the same class for a slightly modified spec or even worse to put 1 point somewhere else.
People calling this game "Wowish" yeah, there's a lot of elements from their other games, that are put into this game. why? because they work, and they allow for easier play and less frustration.
People who disagree with that philosophy don't make sense to me, but that's my thoughts.
I don't agree with the quest reward concept, as that basicly implies that it can only be done a limited number of times (presumably 3 per quest). Yes, I want to repsec as many damn times as I want.

It should not be at will whenever you feel like it, thats boring.
It should not be for gold, that just privileges farmers.
Maybe an untradeable, stackable item having a very low but constant droprate, that isnt affected by luck, could be a nice compromise. One item can only remove one skillpoint, so ou CAN respect, but you have to rethink your action twice, because you are bound to your decition for the next some days at least.
Here is the problem with that vs. gold : It still privileges farmers. Also, gold drops are the most consistent in the game, so why would you want an item that would, no matter what, drop less consistently? that favors farmers even more.
Now, before you ask how I know gold will drop more consistently, I have an answer. Gold drops are averaged twice. A) How often they drop, and B)How much is dropped. Because of that, there is no way you would ever, realistically get a more consistent, measurable drop.
I think respecs should be alloud in any outpost/town. Having them controlled by an NPC is a great way to control this. To elaborate on my 'I want to respec as many damn times as I want' rant, in this scenario I fully expect the difficulty of the game to reflect that, i.e. I'm going to spec to resist magic damage, not becuase it will make killing this area easier. but becuase this area will hand my ass to me on a silver patter if I don't.
Also, having it cost gold means people want gold. If people want gold, then that means that gold is worth more than a few potions.

Respecing comes down to one thing. Time. It's all about time.
Take the comparison everyone is using. World of Warcraft.
It takes time to level a new character. 10 days playedish to level a character to the maximum level.
Say for example if you have a Prot Warrior and you decide you'd like to try a Dps Warrior you dont want to spend 10 days (played time) to lvl a new Character, so you respec.
This is fine for WoW, you can just respec and all it takes is a little bit of time to grind the gold (considerably less than lvliing a new character).
This is the whole point of Respecing so you dont have to spend the time leveling again.
Now D1 and D2 weren't like this and i hope to god that D3 wont be.
A part of the reason i played D2 for so long was how i always strived to be better. As i got better gear i could alter my spec. Achived by leveling a new character. And thus i have a reason to keep playing the game (more so cos i played HC but thats beside the point).
Leveling itself was far more satisfying as a part of the game rather than something i had to do before i could really start playing (as it became in Wow).
Personaly i love playing different classes not just specs and i don't want to see Diablo 3 go the way of MMOs where it takes hours just to level up one level. I want to be able to say "i feel like playing a diffent class now" and then not commit a huge abount of my time to being allowed to play one at a decent level.
Now say you could respec in Diablo 3. ok there are 5 classes with an unknown number of specs. But you can respec so you only need one of each class. For the game to have surviveability over time with only 5 classes it will have to take time to level up 5 classes. Cant have everyone with one of each classe after only 2 weeks. So now we basicly have a grinding game where you have to grind out the levels. So we spent all this time getting our 5 classes and now all that is ever left to us is end game cos we will never have to level a character ever again. But how far do you take end game? It all comes down to gear now and new challenging and exciting content. But to have constantly updating content you need a development team and that means money. Monthly feas. Starting to look alot like WoW if you ask me! and im sick of WoW.

Do some of you actually think before you say crap? What game have you ever played, that allowed you to change specs on the fly while in combat? You will not be able to switch 50 times to different specs on the fly anywhere and everywhere to counter every special mob or immunity. THINK PEOPLE.
If they do impliment respecs (which I hope to god they do) then it will most likely be controlled by a specific NPC in a major hub. It will also probably cost you gold. They should impliment the WoW system where each respec costs you more and more (I believe it was 2x each time) and the cost would "cool down" if you didn't use it for a month. This way, you can respect as much as you want, provided you are willing to spend every last gold coin on it.
Reasons for respecs? Have any of you made lightning Sorc's in D2 only to find out they nerfed reduced cast time items and your build was total crap without you doing anything wrong? How about firewall sorcs that became useless after a patched firewall nerf? The list goes on. What are you suppose to do then? completely reroll a high level character because blizzard did some balancing? Doesn't make sense. Respecs would allow you to at least spec to something useful again.
The people who insist on no respecs are living in the past. You can't argue that no respecs is the way to go just for nostalgias sake. The days of hardcore, casual unfriendly games is over. I suggest you get with the flow, cuse you are bouned to be disappointed again and again otherwise.
Respecs won't stop people from leveling alt characters of the same class with different builds. Like someone else already mentioned. Just changing your spec isn't enough. Pretty much all specs require you to hunt for specific gear to support that spec and play style. So, If I wanted to pay a nuke, group oriented Witch Doctor and then roll another to focus on summoned pets build... respec's won't stop me from doing so.

Against- this will destroy the chance of people to remake their chars, and try to better themselves everytime. There will just be no fun to it anymore. You will not have to work hard for your chars' supremacy.
Pro- This could work if, like you said, you would be able to re-alter a few of your skill points, up to 5 max. And you will be able to reduce them from any given skill points already, of course.
But definitely not all skill points, and not as many times as you want. Once, and you can pick up to 5 skills you wanted to change. A bit like poker card change, though that's up to 3 cards. You get the point.

i agree with that...
after last patch of Diablo (when leveling time to 99 was DRAMATICALLY increase) there was no problem with no respec,
after that, man... you just gain 1% or 2% of the experience between lvl 98 and 99... argh... in this case, i want respec.
i personally don't want respec, no sir!!! but i hope the leveling curve will be soft...
