The best way to do it is the Titan Quest way. You buyback skill points with gold, and with each point you buy back the cost increases and never decreases. How effective would this be?
- In Titan Quest you could probably get away with maybe 10 or so points before it started getting outrageously expensive.
- Gold would then gain a larger purpose. If you wanted to undo that one point you used accidently you have to go and kill the monsters to gain the gold in order to remove it. Work = Reward.
- The price would get to a point where people just could not do it anymore, and the amount of points you could remove overall would know allow people to fully respec so it would not ruin the whole experience of making a new character to try a different build.
Make respeccing a long quest process that requires some gold (wihch hopefully has some value). That way a respec is not impossible but a lot more than a simple inconvience as it has become in WoW. A defining attribute of DII was picking a spec and that was it. Changing spec shouldn't be seasonal but rather if you make a mistake or want to change after like 6 months or something.
Limited respecs. Maybe one full respec when you hit a high level... or shortly after choosing a skill in case of mistakes. Anything more will ruin the game.

What's wrong with full respecs? If you have to go through some long, difficult quest, and pay gold for it... make you go through metaphorical and virtual hell to get it... why not?

Cause its just not what Diablo has been about. Respeccing just takes away a lot of the game in my opinion.
I disagree, I would love respeccing however...
I do not want a "pay x gold and remove all your points!" its too extreme. I would prefer removing them on a point by point basis (actually kinda like TQ did but mayhaps make it more expensive) so if your only trying to change 2-3 points around its easy, if your trying to rehash your character you can empty your wallet and still maybe not have it fully redone. That way you dont have to relv your entire character for a couple skill points, but if you want to play an entirely different spec you will still probably want to lv a new char.
