as title says are the new buffs / nerfs live yet or not. Same with the ones listed before and are missing in the new one, like the HoTa / SS Weapon's Skill Dmg Buff?
Ya only like 3-5 item changes are actual changes the rest are hotfix tooltip changes. Also said tooltip stuff nothing towards achievements and journey stuff. Those aren't tooltips.

Firebirds nerf and hopefully fix the glitch
Monk decapitation
Sader thorns nerf
Some other stuff I care less about:
Visual Rewards, Set Dungeon Changes

From what I understand everything on the PTR is updated according to PTR Notes but in-game tooltips may be unchanged

Doesn't seem to be live as a Fragment of Destiny dropped for me without the new affix.
It will be live after the maintenance...
do you remember when Blizz made a change and released the official communication afterwards? me neither...
