It's possible, most of the points come from completing a rift in torment 1-6, and beating 6 bosses, so as long as you can clear T6, you should be good.
If you cannot compete in t6, either farm some low lvl greater rift to get some good legendaries and gems, or find high lvl player
I know this is kinda late now, but last season after someone boosted me to level 70; I did a rift or 2 after if I can remember correctly. Then finally, I just started upgrading artisans, and batta bam batta boom. 400 easy seasonal points in 56 minutes. You probably could do it faster though.
You can get most of the points by killing the bosses. They are progressive through the acts. So might need so help killing Mathiel in T6. The rest of the points can be from leveling your character and crafting.
Can be done in an hour after you level to 70 and you get help killing the bosses.

I jumped very late on the train as you can guess
Bought RoS week or so ago and just got S3 DH to lvl70... two days after announcement of S3 end.
Wondering if there enough time to get 400 achievement points solo for the portrait or seeking for help from high level players is my best shot at it?

very much so, unless you cant play much within 2-3 weeks
it took me tree days only solo with public games ( about 20 hours played)
I don't usually hunt down achievements, until the final week or two season. Happy for you to tag along if you need help

Join a random t6 rift public game, that will give you half of the points needed, and then kill the 6 bosses on t1 - t6, et voila.
