Why do something as convoluted as that when they could just universally drop the number of set items required to 4? If they want to raise Torment difficulty to offset how much more powerful people become I would be okay with that.
Or just dont have set pieces. Make them all regular legendaries each with their own ability.
One day people will actually think about the effect RoRG has on sets, and think about the effect reducing set piece requirements would have.
Reducing the number of set pieces required to achieve set bonuses reduces the number of potential item loadouts available to players. Furthermore it homogenizes item loadouts and marginalizes the relative power of set items vs legendary items with regards to a build's total effect.
We do not need smaller sets. We need more legendaries in competition with sets. You can;t have diversity if you're not making choices.
And since this is apparently a super difficult concept: Limiting flexibility increases the number of choices a player must make, and also causes those choices to have a more visible effect.
Ultimately it comes down to item balance and if there arent other viable options, set piece or not, then builds wont be as diverse. You can reduce set requirements and still have build diversity. Probably will have power creep as well but that can also be mitigated with other design choices.

I propose this - why not have 'REDUCES THE NUMBER OF ITEMS NEED FOR SET BONUSES BY 1' as a secondary affix on all legendary rings.
Now think about that for a minute ..
- Versatility would go through the roof for all classes without being overpowered considering you still want a socket.
I could go on but I think this concept speaks for itself.

No offense this is a stupid. If they ever use this then people will be begging for secondary leg affixes for all items. The game is already trivialized with ancient weapons. A better solution would be to enchant a ring to have this effect rather than giving it to every ring. Or even better allow the HF ring to have this affix. The thing is you are only bring up this ring. the problem is with SoJ, unity, and RORG. Unless you have a special build 2/3 of these rings are a must have.
RoRG is already solved in 2.2. There's so many new good rings that its just better to wear the set naturally and use the better rings. All the godly sets are 6 piece anyway and you can't stack two 6 piece sets.

Clearly the item is not being removed since they are discussing the way its acquired. I would like nothing more than the sets to be reduced.
The idea of it becoming an (unique) affix rather than an item means your not binding it to a slot rather compliment an item you would prefer using.
