Based in my experience i would say yes, i have seen the most rares items dropped in the same game, i mean there have to be some coincidences when you see 2 calamity's dropped within minutes of diferences.
Same with witching hour. Same with furnace.

I like to believe in loot tables as in religion. It's there if you want to believe and if it doesn't exist, well, you can still cross your fingers i guess
I think so, last night i had 5 sunwuko paws in about 2.5hrs. 3 actual drops and 2 from Kadala. As well when playing for long times in the same server, you tend to get the same crap over and over. What we do is, entire party leaves and start new game to connect to a different server/ different loot table.
Could all be just pure luck, but i bet not.
If i get a good drop on a server i don't leave it for 1hr minimum. Always that chance that another drops in 10-30 minutes later. Alot of people have this happen.

How often you see an item over a short period of time has more or less nothing to do with any kind of loot table.
D3 has no specific loot tables other than
Standard
Seasonal
Torment
Where each of those tables is additive with the previous tables. And of course the Horadric Cache table, which is only pertinent for a very small number of legendaries and currency. You don't have to do anything special to get any specific legendaries that aren't Cache drops. You just need a little luck.
