I think they were op. Smoke screen is already a very solid skill and has some excellent runes to increase it's versatility.
Shadow power is basically a healing ability that you can also rune to great effect.
Neither one of these should be huge hatred regenerators imo when the dh already has an extremely powerful one with preparation and the punishment rune. You can make a build focus'd on regen'ing alot of disciple to get prep up faster. You also have to consider +hatred, +disc generation affixes and +max hatred etc.
I could easily see a lvl 60 demon hunter with 175-200 hatred dropping 4-5x cluster arrows, popping prep and doing it again and laying waste to huge packs of mobs, or using rapid fire and just straight laying the dps down on a boss.

When I first saw the runes, I wanted to use them, Mainly because they were TOO good to pass up. Now, It's about right. They want it to help suppelment the hatred that you could get on gear, not make you be able to spam hatred uses for 40 seconds in a row.
It's always hard to value such runes if you don't know how your stats will look like at a high level. Discipline regeneration on hatred spenders and hatred regeneration on discipline spenders synergize incredibly well. They potentially allow you to have an insane uptime on skills such as Shadow Power - that's probably what led Blizzard to nerf those after some Inferno testing.
Except they also drastically lowered the cost of the discipline skills.
Granted the generators were likely even nerfed to a greater extent, but that still doesn't allow us to auto-assume these runes were changed because of that.

Assuming you use Multishot glyphed for +Discipline on hit against 5 targets and any 3 Hatred generator, you'd need 43 Hatred to get another Multishot in (compared to your standard rotation), that's roughly 3.6 Shadow Power usages. Thus in this scenario you'd save 1.4 Discipline per Shadow Power usage from the additional Multishots alone, not factoring in the additional damage/healing from using Multishot instead of a generator. The breakeven point (from a Discipline cost PoV only) compared to the -2 Discipline cost rune would be 7.2 targets.
Considering that's only one build in which it really shines it may be a bit too weak in general, but for such a build it's definitely a viable rune.
How does this shine? Given your scenario you would need to spam your entire hatred bar, 3-4 multi-shots, thus gaining only 15-20 discipline. That is only 1-1.4 additional shadow powers, to regain a pitiful 12-17 hatred, which is only about a 1/3 of the hatred needed for multi-shot. Now if you consider the dmg you lost by taking suppression fire instead of full broadside, and that 1/3 extra multi-shot seems rather laughable and that's not even considering the extra CD you needed to use on the shadow power.
Suppression Fire x 4.33 + Shadow Power
4.33 * 165 = 715% wpn dmg
715% wpn dmg / 5.33 Globals = 134% wpn dmg per global
Full Broadside x 4 + anything
4 * 214 = 856% wpn dmg
856% wpn dmg / 5 Globals = 171% wpn dmg per global
Even if you ignore the shadow power global usage and allow a 4.33 suppression fires v/s full broadside comparison, then you are still down 141% wpn dmg with suppression fire.
The next question you would have to ask yourself is this extra 15-20 disc actually doing anything for you? In most trash fights you will have full disc bar, thus you will have 2 shadow/smoke screens at your disposal. Would you really need any more than that in a fight that? Trash fights usually last a few seconds, so maybe against a boss, but unless you can find an opportunity with summons you wont get any use of out it multi-shot suppression fire.
So in the end you lose a shitload of dmg to gain disc generation. Except you likely only get the disc versus trash when you don't really need it, and probably don't get it against bosses when you might need it.
The synergy just isn't there anymore, its totally broken.

Or you could take something like smoke screen+special recipe rune and the perfectionist passive and cast roughly 8 smoke screens in a row.
Gear is gonna change people's opinions on what is good or not. At lvl 1-13 you only see such a small part of the big picture.
