Armor and resists are treated exactly the same way in damage mitigation calculations. They stack multiplicatively, so whatever you have less of will do more for you. If you're a str or dex class, you already have high natural armor, so obviously resists is the way to go. The opposite is true of int classes.
Do you think this would also apply to Paragon points? Would it be worth maxing All Res Paragon before armor?

I would always AllRes > Armor. Physical hits aren't the problem, especially with AC-Prophet. Magic stuff is worse.
There's no difference in "physical" and "magic". Physical is just one of the elements, which happens to be the most common type melee mobs attack you with.
Allres and armor mitigate all sort of elements (physical, frost, fire, lightning, arcane, poison) exactly the same way. Maybe you're confusing it with "melee" and "ranged".
That being said, usually (in all cases and for all classes) allres trumps armor in the paragon points. Reason being that for int classes armor is so low that 25% doesn't give you a lot more mitigation, and for dex/str classes allres is so low that the paragon points there are just worth much more. But again, this is something you can easily calculate with the mitigation calculator.

I guess i was a little unclear. By "magic" i meant things like elitepack's arcane-orb-beams. That damage is not reduced by armor.
Yes it is. Everything is reduced by armor. The arcane bars (I guess you mean arcane enchanted) for example are melee arcane damage and can be reduced by everything: arcane resistance, armor, elite damage reduction, and melee damage reduction. They even fixed Mantras for damage reduction in 2.1 with regard to arcane enchanted.
For a full chart of those things you call "magic" check out this thread. Note that armor and all resist aren't listed because they always work. There's no "magic and non-magic" in Diablo 3, I'd advise you to not use those words; they lead to unnecessary misconception. Diablo's mechanics do not care if the damage dealt is coming from some magic words spoken by a wizard or a hard hitting hammer swung by some barbarian. It's all the same in terms of mitigation.
