here is my gear, i feel like i have enough of everything to effectively farm act 3, but i'm still getting owned on most elite packs especially those after "The Keep Depths". i need to wrath on most elites to kill them if not all of them. am i doing something wrong or is there just not enough of some stat in my build?
Get a strong mace (or even stronger axe) for main hand with minimal stats (as much as you can afford without compromising too much DPS, say just crit damage or socket if you have ~15mil budget for weapon). For offhand get a weapon with high life per hit and a lot of stats (preferably crit damage and a socket), but it can have much lower DPS. Preferably offhand will be a fast weapon, but if you find a very good slow one that is OK too.
The axe you posted is an OK main hand, but whether you should get a better one or not depends how much gold you have.
If you sell your weapons and buy ones using the guidelines I wrote down you will do much better.
Overall with your life per hit and resistances monsters should have a very hard time killing you. However, some elite packs just spam too much !@#! on your screen if you don't kill them quickly enough, so more DPS (or to be more precise - Sprint damage) goes a long way. If you're getting owned on most elite packs, though, you're doing something wrong. Maybe post a video.
What skill build are you using for WW? Some use overpower, some don't. With as much LoH as you have you should probably be using OP.
Also consider moving your MH spear to your OH and using your old axe for MH. The crit you get is more valuable to your build than the attack speed from the spear (you ARE using weapon master right?). Your current OH is too low dps to consider switching to MH.
Looking at your belt, you should consider switching it for a piece with higher strength. Belts can have up to 300 but yours only has 50. You're missing out on a lot of strength. Don't worry about it having life steal, right now your dps isn't high enough to make it worthwhile for the cost you'll pay to get it on a belt.
I tell a lot of new ww barbs this and it fixes all thier problems. Don't overuse whirlwind. This should be called the sprint build because it.is your main ability. Try just killing things with Sprint at first and when you get max fury starts to use ww. When you get to about half fury stop and Sprint again. Make sure you let the full duration of Sprint wear off before you use it again, too.

the dilemma i have with switching my main hand is losing the life on hit i have on my main hand. i acknowledge that axes/maces have the best weapons master benefit with 10% extra crit, but to buy a new main hand with same life on hit and crit damage and socket would be very very pricey (don't want to gamble and sell my main hand only to not have enough gold to buy a similar weapon in axe/mace form)
You could change Thrive on Chaos rune on WotB to Slaughter and then passive Animosity into one of deffensive passives (check NoS and TaN and pick the one that gives you more armor). With that combination still use WotB on bosses on cd (unless they're really piss easy without it) and when it's on cd just kite them forward slowly dmging with your sprint. If you get 2nd pack meanwile it still shouldnt be a problem as with Slaugher rune your dmg will be just insane (just try to gather everything close to each other).
1st: you got owned by standing in fire..DOH
2nd: quill rats are most annoying mobs in keep depths (high meleedmg, spreading out / running around all the time)
3rd: firechains + molten...
4th: why dont you use wotb there?

and i didnt use wotb cause i wanted to show how quickly i died even with high resist, armor and life on hit; even in that initial small room i barely keep my life regen at pace with life reduction going max efficient ww and sprint tornadoes
Your WotB was up and you didn't use it. Molten, fire chains, fleeing ranged pack is a really nasty combo where you should definitely use WotB. If you can't kill a nasty pack like that with WotB then you should kite them as much as possible. If that had been a melee pack then you would have taken much less dmg from fire chains and molten trails because you can group melee mobs up tight and run around them without them moving.
With quill rats you should use door to dmg them sprint from one side of the door aiming to leave 2 tornados just on the both sides of the door and wait for them to go throu the door most likely beeing dmged all the time by those 2 tornados. When they're on your side repeat that to the first side just wwing throu them. They'll lose most time moving here and there and staying in your winds from sprint. You can use corners in narrow corridors as well to dmg them in similar way, just try to los them as much as possible and wait till they die ;p
You have better stats than I do and I do fine in Act 3. It's all about clever use of your skills. You need to make sure that you don't overuse WhirlWind as another poster already mentioned, and you can't be afraid to pop a CD when needed.
There are certain packs that are just going to give you issues no matter what you do. Even with insane gear, there are champ packs that can kill you, and it does happen.
I would try to ain for 2K LoH. This seems to be a sweet spot for most Barbs. Try and aim for LoH on BOTH weapons. I have 830 LoH on my main hand and 804 LoH on my offhand. This can help tremendously. LoH does not suffer from the inferno nerf like Life Steal does, so it's more beneficial. Keep that in mind.
Overcommitment on LoH imo, have quite similar stats exept 7K more dps, 800 LoH/3% Live Steal and 100 less resists. Don't have any troubles unless i do stupid things (aka most runs 0-1 death). As mentioned above WOTB - Slaughter = sure kill even hardest elite packs. Runed into quillbeasts? - just kite them to the door through tornados, pick single elite with frenzy/bash, low on hp? kite to another door. Or just kite them to any narrow passage where they'll group and blow them with WoTB.
Overall i think you can easilly drop some LoH in favour of extra crit, but it looks like also you need to improve your gameplay.
In terms of what to drop for overpower, you may want to consider the build that doesn't use bash/frenzy/cleave. It is hard to control at first, but it let's you get the OP skill that is OP; solves the problem you had in that video with the molten & fire chains. Works even better if you have Superstition; in your case you don't need it as much for the reduction aspect (if anything you could cut back on your resistances a little to better afford more STR), but will help you generate more fury. With both Superstition and OP, molten/plagued turn into fury batteries that heal you, allowing you to sustain WW longer.
As far as your video, you seem to be sprinting and WWing in circles. Instead try sprinting in a straight line thru and away from the pack until sprint expires and it's time for another round. More time for the tornadoes to do their thing, build rage, and heal you; WW less frequently because WW does zero dps if you run out of fury and die. It's been stated before that your primary damage skill is sprint. Think of it like you're a shark, you have to keep moving to stay alive. WotB-slaughter will do more damage BUT on the off chance that it doesn't wipe them out, you will be left without a CC breaker which is fatal against frozen/jailer. Thrive on chaos will make you CC immune longer, so it's something to consider, but your priority is to stay mobile and drop those tornadoes.
