Cleave for packs, Bash for bosses, War Cry and Stomp for rage and survival, WotB for everything and Furious Charge for healing and rage. I expect this build to be used to pick of small packs of mobs and every 90 seconds go and chop up a big pack with WotB and Cleave. On bosses Bash will give me 12 rage per attack, which will keep WotB for a while. Inspiring Presence, Bloodthirst, Tough as Nails or Weapons Master are all viable as replacement passives, Weapons Master will replace Boon of BK, if I do not need to use WotB as often but for a few seconds longer, others if I need more protection.
Whirlwind for packs, Frenzy for bosses (not Bash, since I do not need that much rage for single target damage here), War Cry and Stomp for rage and survival, Furious Charge for healing and rage and Threatening Shout for staying alive. Compared to the previous one, this build is more for steadily grinding mob packs, than for periods of burst damage. Inspiring Presence, Bloodthirst, Tough as Nails all could be replacement passives.
why not +damage when max fury ;P seems like you will hit that kinda easy

I'm not sure Threatening Shout will be exactly the best fury spender, since it's not the ability you want to spam, especially with 4 (!) fury spenders. I'd go for Stagger Seismic Slam.
Its not something you want to spam, but something you must unfortunately. I would love to dump it and take HotA or Seismic Slam, but i am gonna play HC and must think about survival. Maybe I will skip TS until its Inferno time )
Talking about survivability - why not to take the "Bloodthirst" passive that gives 3% life of all damage done?
seems like a really important passive for hardcore - especially with so much potential aoe damage (even damage rune on stomp turns into huge heal with the bloodthirst passive).
though if i had to choose - i'd go for the second one.

3% lifesteal will not be a lot, for example 2% max hp per second passive is waay better.

I think you have too many fury generators, and all barb builds should really consider adding wrath of the beserker in them.
