It depends on a lotta things. I know IGN has said once or twice that their reviews are entirely at the mercy of the developers. Some will send it out early to be reviewed to up the hype machine some will wait till the day of or even after before they'll ship the press a copy. I know IGN and a couple other sites like 1UP have claimed that some companies in the past have threatened them with a "if you don't give us a favorable review you will not get early copies anymore"
IGN a couple of times even denounces games early saying that companies that withold the game from the press are scared of bad press knowing it's bad.
to be honest I read through the review on gamefront and it feels like he's trying to quell some nostalgic fanboy hearts by saying 'blizzard isn't what it once was'. To be honest, the whole community has gone through this phase multiple times in the games development. And not once does he mention that Blizzard has been listening to the feedback of the community because it is as much our game as it is theirs.
i.e. take the colour from the WWI conference upon D3's first announcement, there was a resounding 'GET rid o' the effin' rainbows!' because of the coloring. Fast forward into the future, they still kept some colour but if you look at Christen Lichtner's GDC Art of Diablo presentation, you see how far they have taken that gothic dark tone, whilst still adding some color.
There will always be parts of the game that we aren't going to like, but I can tell, that if you've stuck around for the amount of time that the community here has. Had giddy, tingly, holy-crap moment when you see some crazy killer moves wipe out a crowd of monsters, then I know that you're going to enjoy the game, and nothing anyone is going to say in a review will change that fact.
On the flip side of things, I don't agree which reporters (reviewers) feeling they have to fluff what they write because Blizzard will swallow them up whole, and digest any chances of them having a career again. It's silly, you should have the ability to saw whatever you're feeling, some people may not agree with you, that's the tough thing about life. From a design standpoint, would it benefit Blizzard to stomp a bad review, no, there might be some juicy tidbit that they can fix in an upcoming patch.
I.E. PvP, I know that is going to come up in every review, they're like there wasn't any PvP, games broken! if you agree with them then so be it, but make sure to keep an open mind about the reviews. (Would you really want to go into PvP with like level 10 characters, without all the skills and icky armor?)
TL;DR
A review is an opinion about a game just that, if you're here, on this forum, I assume you're a diablo-fan :P. Reviewers shouldn't be worried about speaking there mind because it is just more feedback which Blizzard can take into account to fix it. The article mention above is just pressing the old nostalgia button, and I'm sick and tired of everyone running to that to say that blizzard isn't doing a good enough job.
In the end, I'm going to be spending my first day playing diablo, judging it for myself, not reading a review, taking that person's opinion to be the right one.

Or maybe it's the other way around. Blizzard places a lot of effort into make their games as good as possible (anymore?), which is why we expect great games from them. You may have a subjective view on whether or not that's true, but they still inject a lot of quality and shine into their games. Doesn't matter if you like the product or not.
And I so loathe the term 'fanboy', since when has it ever been bad to be a fan of something. It's fine when a bunch of football fans paint themselves and treat opposing fans like dirt, but when a gamer shows support in something he likes, he gets labeled and derided.

Putting as many years into a game as have gone into D3 is EXTREMELY rare. I doubt they were just sitting on their asses the whole time. Hell, in the last six months of beta, the game underwent significant changes. The game feels much different now than it did when beta started, and it feels much better. They put a lot into their games, and it shows in each product.

Reviewers go by embargo dates, the reviews will come out on the day Blizzard has set or the day of the game's release, which ever is first.
