Not the most scientific test, but I think of it this way: If you can get +arcane damage on various slots of gear to boost your elemental damage, then why shouldn't it function the same way with skill buffs? I'd be very surprised if it didn't stack.
Constants: Same gear set; buffs - Audacity, Force Weapon, Pinpoint Barrier, Cannoneer
Phase I: Tapping Disintegrate - Intensify to "paint" the target, followed by channeling Arcane Torrent - Disruption for 4 seconds before "repainting" the target with Disintegrate:
Five samples: 19 seconds, 16 seconds, 18 seconds, 19 seconds, 17 seconds
Average kill time: 17.8 seconds
Effective DPS: ~15,446,835
Phase II: Only channeling Arcane Torrent - Disruption:
Five samples: 19 seconds, 20 seconds, 19 seconds, 18 seconds, 19 seconds
Average kill time: 19 seconds
Effective DPS: ~14,471,245.5
Hard to tell if they stack. Maybe if we do this 1,000 times for each.
Since the disintegrate damage was consistent for each cast I'll use that to test the math.
1347/1036 = 1.30019
So it seems they do stack, and they stack addatively with each-other. Intensify applies the buff instantly (since 1191 was the dmg when using both disruption's buff and its own). Disruption applies the buff after the first missile, so the second benefits, but not the first.
Just for fun, since I had a pair of +13% Arcane dmg bracers I tossed those on and got these results with disintegrate.
No Rune, No Bracer Buff (with 3 more int from a diff set of bracers): 1213 dmg
So Disruption + Intensify do stack, addatively and +Arcane dmg from gear stacks multiplicatively with it. Which makes sense from what we've seen in the past as self buffs usually sum to one value, and then debuffs on monsters sum to another, and the final buff is the product of the two.
If you get lucky with drops you can stack quite a bit of +Arcane damage.
On the PTR i've found:
Moonlight Ward with 20%
Stone of Jordan with 18%
Bracers with 15%
These items, coupled with Familiar: Cannoneer and an Arcane Dynamo boosted Arcane Hydra +the buffs from Disintegrate/Arcane Torrent are raping TIV at the moment lol

how I'd imagine you'd use it would be..
"paint" the mobs with a quick zap of disintegrate and theN burn them down with arcane torrent.
with familiar canoneer chugging away as well this could be big lol

Disintegrate Intensify: 1191 dmg
Arcane Torrent No Rune: 568-610 (in that range, can't avoid shooting two missiles as well)
Arcane Torrent Disruption: First missile lands in same range as no rune, second one gets buffed to around 670-700.
Disintegrate No Rune + Disruption Buff: 1191 dmg (this was repeatable)
Arcane Torrent No Rune + Intensify Buff: 653-700
Disintegrate Intensify + Disruption Buff: 1347
Arcane Torrent Disruption + Intensify Buff: 654(first missile) 764 (second missile)
