Cold Blooded: Cold damage dealt to chilled and frozen targets is increased by 20%.
I was just wondering if cold damage on weapons is affected by cold blooded, increasing by 20%, as well as cold damage spells. Trying to see if a +Cold damage weapon would be more beneficial to my dps then my current fire one.
I read that this passive is bugged. It increases damage by 20%, whether you are using cold damage or not. But don't take my word on it.
That's what everyone is saying, though I haven't tested it myself. The target still has to be chilled. From what I recall the only spell that will apply the cold damage from a weapon to the mob is spectral blades, every other spell already has an elemental or physical type so the damage type on a weapon does not apply. Another exception is followers, notably the scoundrel. His basic attacks will use the weapon type so if you get him a weapon with +cold damage, it will chill and slow mobs, as long as he doesn't die.
But what about the first cold hit? Is this increased by 20% as well? or is the first one 100% while each cold hit after that is 120%?
That depends on whether Blizzard (or w/e) applies it's cold first before damaging or after. I would assume that it would do damage which would then apply cold, that way the first hit would be 100%.

I can confirm this as I have tested it myself. My orbs do ~20% more damage when they hit mobs in my blizzard.

First cold hit is 100% because the target has to be hit by cold in order to be chilled. Easy to test, just toss a blizzard at something and you should see the first tic is 20% less than the rest.

As in.. it doesnt increase the damage of cold, rather it increases how much damage they take if they are under the effects of cold.
Works great on enemys hit with Blizzard first as they will take 20% more damage from any other attack while under the effects of cold/frozen.
