First off, the elemental damage type does not matter, unless it's Cold. It'll slow if it's Cold damage. I guess if you use Basic Attack with an Arcane damage weapon and have the passive that slows with Arcane damage, it might slow the guy, but I don't play a Wizard so I'm not sure on that. I also really doubt you'd be using Basic Attack, so it's irrelevant anyway.
Intellect increases the damage your skills do. If you scroll over Intellect in your character sheet, it'll tell you how much your damage is increased by Intellect. More Intellect will increase that number. Every 10 Intellect also gives you 1 Resist All.
The +24% Damage on your weapon is just that: it increased the damage your weapon had by 24%. So, without that affix your weapon would do 544 DPS.
The gem that gives +14 Min/Max Damage just moves the damage range on your weapon up by 14. So if it did 500-600 damage without, it would do 514-614 damage with.
The +44 Damage (unless you just forgot a %), is just an additional +44 damage to the weapon.
Every damage-modifying affix on a weapon is already calculated into the shown damage numbers. Affixes that do not calculate into the shown damage are things like 102 Intellect, +1.4% Chance to Stun on Hit, 305 Life on Hit, 2.9% Life Steal, etc.

The Arcane damage would function exactly the same if it were Fire, Poison, Lightning, Holy, or any other type except Cold. Cold is the only one that does anything special, and due to this is put on weapons in smaller amounts than the other elements. Like I said, Arcane may work with the slowing passive if you were to use Basic Attack. With your actual skills the Arcane damage makes no difference.
There are several stats you should be looking for when finding an upgrade for your wizard in the weapon department, besides better DPS of course:
#1 Sockets : Crit gems are one of the most powerful upgrades you can have when looking for a weapon. You can get up to 100% crit in a socket, though 70% is really the best you can do cheaply
#2 (if you have high crit) Arcane on Crit : Wands have the advantage of being fast, being a ranged weapon (if you click Arcane Orb while out of power, you will do 100% weapon damage with the wand, for example), and having this amazing stat. This only works if you have high crit, but the advantages of being able to spam high cost abilities improves your DPS far more than the number on your sheet can show.
#3 Intellect : Fairly obvious, Int is great in all cases for damage.
#4 Life on Hit : This really depends on what abilities you are using, some abilities have high life on hit coefficients, and this can help deal with reflect damage. Be warned though, this stat makes the weapons very expensive.
#5 Life on Kill : Many people underestimate the power of a few thousand life on Kill for sustaining your hp. This can save your life, and is deceptively powerful.
I hope that helps. Personally, I like the combo of having a socket, as well as critical damage natively on the weapon. But then again, I love my crit.

With my other gear, my current weapon puts me at 72.1k dps unbuffed. A 1500 dps weapon with no additional stats would put me at 73.9k dps.

Totally agree and that's one of the reasons I made my own spreadsheet. I highly recommend using some sort of spreadsheet or dps calculator when comparing weapons because weapon dps alone is not sufficient when determining upgrades, especially if you have a high crit build and are going from a non-crit damage weapon to a double crit damage weapon, as Morphos talked about above. Int is useful but crit damage is HUGE with crit builds or if you are considering a crit build. For a haste build I imagine crit damage is still pretty good but again, check a spreadsheet to see.
If you're mainly going for a glass cannon crit build I would try to get a double crit weapon if you can (high crit damage+socket) and ignore all other stats unless you want to pay through the roof for one with int also.
If you're aiming for a tanking build, I think Life on Hit is the main stat to look for but I haven't tried tanking much.

It gives you more damage assuming you crit more than 50% of yoru attacks. I would get into the math with you but that would be pointless.
Yes though, you are semi right. If you are a DH with sharpshooter what you say can work, its what I do on mine. But isn't the OP talking about a wizard? For a wizard to make a crit build worthwhile he would need near max crit on every item capable of having it. Good luck withthat.

That makes sense, since I was able to slow large groups of guys with a Cold weapon and Seismic Slam. I don't play Wizard, so I didn't know if it worked with passives or not.
