Before I start, this build began off Icy-Vein's top tier Akkhan Blessed Shield build, if you haven't seen it yet. I would highly recommend it, Deadset does an excellent job creating builds to allow this sort of flexibility.

The key differences in gear between his build and this one revolves around stat priority. Where Deadset prefers raw offensive power in his build with the tried-and-true trifecta of attack speed, crit chance, and crit damage. The sheer utility that Cooldown Reduction offers is outstanding! We take CDR where we can get it with the exception of the amulet and rings. The Vigilante Belt bonus can be swapped out for Witching Hour's CD and CHC if you want a more rounded out build.
Another key difference in gear is the presence of the Final Witness shield... I love this shield's ability of being able to shield glare an ENTIRE SCREEN of enemies. The weapon that Deadset recommends is Akkhans Leniency (sp?) While this is an excellent weapon that I would recommend as a filler until you get the Witness, it actually does *LESS* damage output than the shield glare's buff combined with your blessed shield spam, not to mention the survivability you get when an entire screen of enemies can't attack.
The Oculus Ring brings the damage up an extra notch, unfortunately there's not a lot of rings that lend themselves to this build very well, you could go with a Zodiac Ring but with such a large amount of CDR already, it seems a bit redundant. The Oculus Ring provides an excellent filler for the CHC and CD we passed up for CDR.
I recommend diamonds across the board for the resists but you can mix n match diamonds and rubies, definitely put a diamond in the helm. Crit damage gem in the weapon.

Build Guide
The build's goal is to hit the CDR required to have near permanent uptime on your Champion buff, when it drops off or you forget to put it on, you will notice significantly smaller numbers. So while in Champ mode, ride your horse to the middle of a pile.. fire off your shield glare and consecrate, start chucking while they're blind. If they're still alive after roughly 4-5 seconds depending on your CDR... pop another shield glare, consecration shouldn't be too far behind after that... rinse and repeat. Oculus rings are going to increase your DPS significantly so do your best to get to them when you can.
