Build Guide
The focus of this build is to clear 4-man Torment 13 bounties on split (solo) runs with maximum efficiency. In-Geom reliability is good for key farming and GR speedruns, BUT bad for bounty farm since you will mostly get situations when you lose your proc and stuck until you find the next elit pack SO I removed it and replaced with Kyoshiro's Blade which grants us an insane damage boost so we can sacrifice damage for more constant movement speed elsewhere.
Kyoshiro's Soul is awesome for bounties cause you won't lose your stacks while using objectives and teleporting to maps.
I tested some versions of the build with little changes, ATM that is the smoothest and most efficient of them, but I will update the build if I get any better solutions for reliable speed/damage combo.
PS: This build favors Non-Boss bounties, so try to avoid Bosses in prior, but when nothing else remains feel free to do them as well, you should not have any problem with them, just be careful with 1-shot mechanics if you are alone inside, Near Death Experience can also help you with that.

Thanks for the build idea, but maybe it's just not for me.
I tried out Warzechian Armguards and Kelms Buff Belt, they both seemed to work pretty well and both have there plus and minus and overall seem to have about the same affect. However i can't stand not running with Nemesis Bracer so these are out. If you could run both that would be awsome but Kyoshiro's Belt is required.
I always like the idea of Wreath of Lighting and really want to like it. But this build makes it clear it doesn't work as the text says. It's not a chance on hit, its a chance on attack. If it were a chance on hit with WoL it would be up all the time. However I can cast a single WoL clear the whole screen clearing 30+ mobs and frequently not get a Wreath proc. Its clearly chance on attack.
A lot of times I run Mantra of Salvation: Wind through the Reeds for the run speed and some extra survivability. My gear is good enough now this season that i don't need it so I was trying Annihilation. With WoL I have to kill a bit slower to make sure things are actually in Mantra range to get the run speed proc, its really easy to kill everything before it even gets into Mantra range. But I will probably stick with Annihilation as the speed boost is noticeably faster than Wind Through the Reeds.
As you say this build is not good for Bosses and I don't like having to avoid certain bounties or switch my build before a boss. I find spirit is the limiter that makes this tough for bosses, this build runs out of spirit fast. Which is why the typical speed build runs Air Ally and Crudest Boots.
I have found for myself that the least objectionable balance for bounty runs is the typical WoL speed build but to run fleet footed, annihilation, and Boon of the Horder. With these speed boosts I find the downtime between In-Geom procs bearable.
