Frozen orb slaying returns. I just wish there were more cows. Hmm.
Highly mobile, High damage build. Frozen orb is our main damage dealer. We buff this up with Triumvirate. Stacks for this item come from casting Shock Pulse. Try to re-cast your signature at least once every 6 seconds.
Other multipliers include: Trapped, Zei, Tal6, Unstable Scepter.
Use Teleport with Aether Walker to move around at will, and Illusionist to re position or continue moving in between teleports. The calamity rune on teleport helps by stunning monsters as well, giving you an opening to deal damage in. Boon of the Hoarder for increased movement and gold.
Keep EB on autocast. You can use Numlock or Scripting. Having this skill is great because it allows you to move and keep up your Tal6 and Tal4 bonuses much easier than you otherwise would be able to.
Karini is included for the added damage reduction, however keep in mind that the storm armor usually doesn't attack immediately after teleporting in.
Seek out Elite packs or Goblins and destroy them with Frozen orb. Collect DBs with Sage's. Pick up progress orbs. Celebrate.
Piercing Orb is the best signature option in my opinion. It pierces, has a high proc rate, can travel farther than most signatures, and covers a wide area.
Video shows 2.5m to 4m clears, both with and without paragon, and a group setup. Here are the timestamps for the video:

Keep in mind you can always scale down the difficulty if you are not clearing fast. I often still run this build on T12 to increase clear time, and also to ensure I'll live to preserve xp pool bonuses.

Shame of Delsere will make our signature spells quick, which is great when having to build up the Triumvirate Stacks. Shame also restores AP on demand.
RCR in this build is provided through a few different mechanisms. Topaz in helm, RCR on shoulder, paragon, supply us with about 27.55% RCR.
APoC on source is an additional method of recovery. Piercing Orb's high proc rate comes in handy in this regard.
Astral Presence and Arcanot give us passive AP regen.
If you opt for the additional RCR roll on weapon (34.8% RCR) you can opt for one of the following:
- Can opt to swap out Astral presence for another passive such as Power Hungry
- Can opt to swap out Arcanot for another skill such as Magic Weapon (Force Weapon, Conduit, or Deflection).

Alternate Items / Skills, If dropping Sages:
- Broken Crown - great for gathering those gems needed for augmentation.
- Focus & Restraint (Bastions of Will set): High damage alternate. Dropping sages allows you to keep Karini in the cube.
- Illusory boots would be hands down the best boot option, though also consider Firebird Boots and Shoulder (replace Homing pads) would be a good option for hardcore, Allowing for double revive.
- Goldwrap. Replace Sage helm. Your option on boots. Would allow you to tank molten explosions and Grotesques, and other heavy hitting attacks. Also a great option for hardcore.
- Gloves of Worship for longer sessions is also an option. Keep RoRG.

High damage alternate (while keeping sages):
Note that keeping sages means keeping RoRG in the cube. This makes defense harder to manage, hence the swaps:
Wear Focus and Restraint. Drop Avarice Band and Karini + Power of the storm in favor of MW:Deflection. Swap Blur for Galvanizing Ward.
Will need some level of +Pickup if you intend to keep sages and not cube avarice.

If going for Focus and Restraint, also consider these:
- Gizzard is a nice defensive option for the shielding and passive recovery.
- Bane of the Powerful is a great offensive option for that third slot.
- Pride's Fall in the cube instead of Shame of Delsere

For Groups, if you feel you need the extra damage:
- Can swap in Stone of Jordan (roll Cold% / AS / Elite%) in place of Avarice Band + Bane of the Powerful in place of Hoarder.
- Or can go F&R, as mentioned above.

Wow, thanks Killoph! Feel free to experiment / deviate from this build a little. The swaps in the alternates section, particularly Moratorium and Leoric's Crown are very promising as well, so there is still some room here to do the same thing in a different way, it's a good start though.
Oh and on a side note, this is probably Bagstone's wet dream for his brainless build comparison. It does not use CoE nor ingeom, it its ridiculously fast and very simply to play (with few button presses), it uses sage set and its incredibly high damage makes it already work with bad gear!
Hmm, I wouldn't call it brainless, since you have to really watch the Triumvirate counter and weave in the signature casts for F&R at times, but once you get a good feel for that without having to look it's pretty close. You also have to position well on occasion for optimal elite kills. One thing that helps though is that there isn't a need to hold down force stand with the signature spell.
Electrocute MH was a little bit easier to play, similar style there with Aether Walker. My Infinite blast redux is also really easy to play if you have numlock / autocasts enabled, but that's an In-Geom / Woh based build, so there's the potential for starvation on long maps without elites, whereas the AW builds can come and go as they please.

Updated Affixes. Now suggest RCR on weapon, though this is not required for the build to function. No longer slot AD on shoulder (prefer life%).
Mentioned Power of the Storm as a good alternate to Arcanot. I didn't feel like Power of the Storm was the better choice for those longer, low density rifts though, and I wanted to get the better option for all rifts.
Placed Shame of Delsere in the cube (replaced Pride's Fall).
This item is better for a few reasons:
Even with swapping out the Pride's Fall, I still feel that shielding abillities (such as GW , Deflection, Gizzard) are the best means of defense for this build, as they don't require swapping items.
Also now emphasizing the importance of running Powerful gem over Zei's at low paragon. I suggest running with Powerful instead of Zei until your Zei is about level 80 or so.
Powerful is also easier to get going earlier in the season. Do note however that if you're trying to optimize this build to it's best potential, Zei will be better than Powerful in the long run.
Very good build, this is the only reason that keeps me from deciding my starting class on season 12 (Wiz or Necro).
Updated build yet again. Now requiring RCR on weapon. 34.8% is a good minimum. You can either roll APoC or RCR on source. I prefer APoC for this particular build.
Swapped out Gizzard in favor of Bane of the Powerful for the higher multiplier. The elite damage reduction from this gem is also nice for defense.
Tried this build out last night. And its the best one so far which incorporates the Sage's set for extra DBs. In a single run, I was able to easily get over 100++ DBs in like less than 10mins. Great build Cratic~ And its pretty fun to watch mobs get shredded from Frozen Orbs once again too!
That said I did die a couple of times as it is a little squishy. Also, maybe because of my playstyle, I do find myself in melee range a little too often at times since I teleport right into mobs. So i'll probably swap out Zei's for Molten Gizzard. Not sure how it will impact damage but I don't think it will matter that much. Frozen Orb is already shredding through mobs and elites fairly quickly. And if I'm in the middle of mobs, Teleport Calamity and Explosive Blast will help a little more with the damage output.
PS: I did get extremely lucky and got a Primal Ancient Triumvirate on my first run as well so it definitely upped my damage big time.

It can get squishy at the lower paragons. Mostly I just use Calamity as a means to CC. That instant stun will often save you.
That siad, going for a defensive gem like Gizzard is in no way a bad choice. Feel free to play around with the build a little too, I really encourage that of all my builds, especially the torment ones. They may be close to what you like, but not exactly what you like.
Grats on the primal too. I still haven't found an unstable scepter on non-season, though to be honest, I haven't been playing that much either. At least my stash and characters are prepped for season 12. =)
EDIT (11/3/2017): Made a few adjustments to recommendations in the alternates section. I've added some alternates that assume dropping sages.
If dropping sages, I heavily prefer going for avarice band, with placing Boon of the Hoarder (dropping Powerful gem and RoRG).
Gloves of worship come to mind as being a good choice here as well, for the longer torment farming sessions.
Goldwrap would also be an excellent choice for the defense, assuming your pickup radius on gear is high enough.
Added the potential to slot LoH on weapon in place of %Dmg, which would provide increased recovery, something I feel the build is lacking at times.
EDIT#2:
To be clear, I think the combination of LoH + Powerful would be best, since this would get you the highest damage, while still giving reduced damage from elites and adequate recovery.
Gizzard is the best alternate option for that third gem slot if your weapon doesn't have LoH. Hoarder is also an option if you intend to drop sages.
Tal6 and tal4 proc on cast, not on hit. My being close is just a coincidence. I think the Zeis is better than powerful. If you're replacing a gem for defense, replace powerful.
I'm loving this build. I haven't tried it yet (I just can't seem to get the plans for the sage set to drop), but it seems pretty awesome.
EB usually doesn't work for me, because I play on a laptop. Since I don't have a numpad, I can only use caps lock. Doesn't really work if you have to spam multiple spells.
I've seen a lot of your builds, Cratic. Of the builds using sages (ie, this one, E.G., I think your thunder meteor too), which would you say is the best? Or does it just come down to personal preference?

The lightning meteor sages is probably more defensive and offers more control with the ranslors, but doesn't have as much AoE, nor does it offer as much damage as the frozen orb does.
I do really love the feeling of pulling in enemies with lightning meteor ranslor, and I love not having to cast a signature to proc F&R.
It mostly comes down to preference, but my preference, given the strengths and weaknesses, is to run frozen orb due to it's increased aoe and damage.
EDIT: (11/17/2017): Updated guide, now recommend Boon of the Hoarder as the 3rd gem. Powerful and Gizzard are still great options.

I was wrong about Karini on this build. It can be a reliable source of DR. Boon of the Hoarder + Avarice is such a strong combo for pickup on orbs also. Very hard to pass up. This is why I've dropped F&R, and I've moved this ring set to the alternates section.
While this swap does move the build more into the T12 range at the start of season (low gear no ancients, etc). The build should still be more than T13 capable, and even T13 group capable as you gear with ancients and get more paragon. Plus you'd be farming T12 at season start anyways, which is a nice bonus.
My main issue with Karini in the past was that if enemies are dying too quickly or out of range, storm armor cannot target them properly.
This issue is easily addressed by edging in on enemies a little more gradually, or if you do jump in to stun with calamity, jump out so storm armor can hit the enemies and proc Karini.
Also swapped GW to Blur.
Revised affixes, including weapon. Now recommending without RCR on weapon, though RCR on weapon would allow you to swap out either Astral Presence or Arcanot for Magic weapon or Power Hungry.
While both are good, I think the higher resource return is better when combined with the high Attack speed of the build.
I realize the video is now out of sync, so I'll update it when I have time.
EDIT: also recommending for groups: Stone of Jordan with AS (Drop avarice) + Bane of the Powerful (drop Hoarder).
EDIT (11/21/2017): Added F&R as alternate (keeping Karini in cube) for damage if dropping sages. The point of the build was to have sages in, but if you just want to be a high damage frost wielding sorc in 4p groups, this is a great method to do that.
Also recommending Illusory boots as the best boot slot replacement.
Minor Edit (12/3/2017): Added FB2 pc as an option for hardcore. Also made notation that goldwrap would work great for hardcore as well (drop sages).
Tried a build I saw in icy-veins just now and it sucks hard (takes way to long to kill mobs). Wanted a build that is speed farm moving super quick and killing easily while using sages for the extra db. This build seems to be able to pull it off and cant wait to give it a shot. however, I would suggest switching the cubed ring with halo of karini if you want the best possible setup (halo of karini leg ability stats change and you want it as high as possible but rorg legendary stat is always same no matter what you get 1 less set item needed). Its not like you wont be doing enough bounties to get a decent rorg anyway since you need the mats to make the sage set and you will need to make a few of those to get the perfect 1. I am a bit confused on why you use illusionist when you never actaully walk far enough for it to matter becasue you teleport to move. So I switched it out for elemental exposure which is basically like boosting the ability the set already gives you (but it makes it easier for me to see when I need to recast when I have the buff icon there for that). The trick with Zeis and Bane of trapped is clever. You seem to be using the skill while far away only to teleport right next to them just before they get hit. So, because you were far away when you used the skill zeis gave it that dps then you are close when it hits giving it the dps of BoTT. I personally when playing builds like this will just hold the button to stop movement (caps lock for me but I changed it to that when I bought the game and shift is default). Then while holding that I will also hold the shock pulse (which I have set as left click). After that I simply right click to teleport and if you got all 4 stacks of each element up before starting doing this will keep reseting that (meaning perma buff). Now you use that to move arround till you see a pack of mobs at which point you fire the arcane orb into them, teleport to them, and use explosive blast while you wait for the ball of death.
