Convention of Elements
Currently, I'm using the Halo/Parthans/Ice Shield combo. I'm using CoE in the cube, but I'd like to try Wyrdward+Ashnagarrs Bracers+Energy Armor:Force Armor. While Crown of Primus is a really nice cubed power, it is definitely overkill at lower levels. I will be finding a suitable replacement.
STAT PRIORITY: I'm just getting around to doing this, as all my DB's have been going to item creation. Lightning and Spectral Blade Damage are priority where they show up, which isn't on many pieces. Other than that, Crit Percent, Attack Speed, and Crit Damage work best. If nothing else is available, Armor/Vitality/Life% are always nice.
ALTERNATIVES:
MONEY AND ARMOR!
RRoG, Avarice band, and Manald heal for rings, swap Delseres helm with Crown of the Primus, and cube Goldwrap. Boon of the Hoarder instead of Gogok. On further testing, this is the only way to go on normal speed rifting.
SUPPORT?:
Use Wave of Force:Impact Wave instead of Arcane Orb, and use Event Horizon rune for Black Hole. Fun stuff, but if you really want to play a full support build, go play Monk or Barb. Side note, reflecting slowed projectiles back at moving mobs gets some pretty funny results.
EXPLOSIONS:
Cube Wand of Woh and use Orb of Infinite Depth as offhand. Swap Arcane Orb to Explosive Blast:Flash or even Chain Reaction. Flash gives it a negligible cooldown and can proc all lightning-related effects, Chain Reaction is constant explosions.
MORE ORBS:
Cube Unstable Scepter. So far, Spectral Blade is the workhorse here. I have a feeling that pushing GR's will take more Arcane Orbs, and less teleporting.
UPDATES: I'm going to be swapping Bane of the Stricken in for most content now, and look for an alternative to Gogok. I think Gogok is good, but since cooldown reduction is next to useless, and attack speed is already through the roof, I just don't think all of the bonuses are working for the build.

Build Guide
With Aether Walker, it's all very speedy through T10, with about 300 paragons. I'm duoing with an Inna's EP monk. Anything that isn't exploded before I get to it, gets face-melted with the blade spam. Soloing is just as easy.
You can spam your bubble and with a few bonuses to cooldown reduction, your black hole can be used frequently enough to be useful in speed rifting. Bosses and elites just melt from the blade + orb spam and the procs from manald heal are just nice spikes.
For GR progression, if the monk goes Inna's/Cyclone support, I would probably switch Black Hole to the Spellsteal rune, and definitely cube Unstable Scepter. With the addition of the scepter, Arcane Orb becomes much more damaging. Also, with Arcane Dynamo passive and Triumvirate offhand, Spectral Blade and Arcane Orb are continually buffing each other. Bane of the Powerful gem would become Bane of the Stricken. Endless Walk set also become more valuable.
PASSIVES:
I have Paralysis on my Hellfire Amulet, so I grabbed Blur (damage reduction) as another. I like sturdy characters, so I tend to go overboard on the defense. Other options are Glass Cannon, Illusionist (without Aether Walker), and Prodigy (for more Arcane Orb spam). Unwavering Will is another good one at higher difficulties when you stand still a lot.
Will you be updating this with all the stat priorities? Looks interesting.
I added these. From my short foray into stat adjustment at the end of my play session last night, armor pieces with lightning damage and spectral blade damage are decidedly lacking. Crit percent is probably the go-to here, as attack speed is already so high.
No problem! I was able to get all the items relatively quick, with judicious spending of blood shards and DB's through cube recipes.

Thanks for the info. This set-up kind of capped at around T10-11 and my current paragon 300, and I moved to Tal6 with a similar skill focus just this weekend. Definitely more damage through that. It just took forever to get enough Tals pieces. Random is random...
