Shoulders/legs: Pretty much comes down to what item you get that nets you higher stats (ancients etc). But you want either Mantle of Channeling+Waste legs or Waste shoulders+Hexing pants, and the one you're not using you put in cube.
Belt: I'd personally go for Lamentation for the increased damage. But using Chilanik's for extra movement speed or Cassius for survivability (in that case swap out overpower for Ignore Pain) works quite well also.
Wrists: All 3 options are quite viable. But again my personal preference would be to use Nemesis bracers as it's a farm build, to get those extra elite packs from pylons. Warzechian may be a better option for bounties.
Legendary gems: Taeguk and Trapped are a bit "locked". But the third slot is a bit more up to personal preference. Personally as it's more of a farm build I'd go for Bane of the Powerful (stricken is also an option).
Helm gem: Amethyst for survivability - Topaz if you need the resource cost reduction (Diamond also an option - but shouldn't be needed when using Zodiac ring).
Gear gems: Diamonds for survivability - Ruby for damage

Core: Straight forward, cap out MS at the 25% (remember it adds together your gear+paragon) and then primairy stat all the way (unless you really feel you need the survivability)
Offense: You can swap around the CHC/CHD depending on how much of the respective stats you already have managed to get from gear (as they're rather synergetic stats).
Defense: Not 100% sure on the life/armor order, but more than likely best to get AR first.
Utility: Can get RCR first if you feel you don't get enough fury when doing your spinning.
Build Guide
Do remember that this build is not that great, your aim is to gear up to a Raekor/IK or Leapquake build, as those are performing a whole lot better than WW does. WW will work in T13, but it requires a bit more gear than some other classes may.
Just put together a simple guide-line for a friend and thought I might as well flesh it out a bit as there seemed to be a lack them for starter/early on WW builds.
Just so you know, Skull Grasp is terrible. It only adds to whirlwind damage, not funnel damage, and it's not even multiplied damage, it's only added. It's barely even noticeable.
I thought that was the old Skull Grasp and the new one is multiplicative?
As the replies above already mentioned, it was changed some patches ago to be multiplicative. So it no longer sucks.
I have most of the gear for this build (although the weapons are sub-optimal, used them for the WW support barb of yesteryear, but to test they will do) just need to 'make' a skull grasp but before I go squandering precious mats can this build do T13 solo in 3-5 mins?
The previous incarnation, with F&R and without Rend was a stretch in T10 sometimes depending on elite affixes...
Does anyone knows which is the 5th passive to be used on hellfire amulet?
Ah, was completely unaware of that change, thanks for letting me know. Does it work for blood funnel though or only for whirlwind itself? It seems really hard to find room for skull grasp if you want to use unity, zodiac, and RoRG (for stacking hexing pants and mantle, or possibly doing IK + wastes to stack unity and 50% DR ancients).

Concerning the build :
- I'd switch out Rampage for Berserker Rage considering we're almost always at max fury- I'd go for either Animosity for easier fury generation, Boon of Bul-Kathos for more Berserker uptime, Relentless, Superstition or Tough as Nails for more survavibility
Yeh, all of those are viable options. Passives are more preference based in the WW/Rend builds I'd say. But overall the build will need rather good gear to do T13 smoothly (there are video footage of it from PTR on youtube iirc). Leapquake build is what to aim for if you want to push GR etc.
jdperez2003, it's not really meant to be used that long anyway. Should swap over to leap when you can. It clearly outperforms the WW build.
Was using something very similar to this, except the only fury spender I was using was whirlwind. was able to keep nearly 100% full fury uptime, but ran into a damage output wall after t7 - meaning I could clear t8+ but noticed a significant time difference between 7 & 8. With the build & gear I was running I was able to survive in t10, however, as previously aluded to it took me a good while to get a full rift clear. Recently switched to an Immortal/Wastes build that I found in icyveins. I don't like it at all. It uses Call of the ancients and Wrath of the Berserker intended for 100% uptime of both along with a RoRG for the 6 piece bonus of Immortals & 4 piece bonus of Wastes. I immediately noticed a major dps drop so large that I can hardly clear T5. I expect that the build aims at support/survivabilty instead of raw dps.
Question: Can anyone confirm or deny this? Is barbarian as a class itself innately built for support/tank instead of raw damage? I highly enjoy multiplayer play compared to solo so perhaps in that context it is better to be a support and let something like a WD or Wizard mange the damage output.
Sorry for long winded comment. First one, first season trying to competitively climb ladders -specifically with 4-man, but also solo progression.

WW builds are just not going to stack up to other classes. They nerfed 6pc Dust Devils on Wastes and tried to make Rend more of a thing, but it just doesn't stack up unfortunately. Every other build is better, Raekor, IK and Earth. They can all do very good DPS, but in group this season, Leapquake (Earth set) is going to be strongest with recent buffs.
Unfortunately the free set is only good for transitioning to better sets this season. So go check out Furious Charge and Boulder Toss builds which use combination of Raekor/Immortal Kings or the popular leapquake build.
If you really want to use WW, then yeah it's going to be support, or an LoN build which is still not going to be amazing (LoN Thorns Frenzy is way better for same gear).
Stat priority for Obsidian Ring of the Zodiac? CHC > AS > CDR > socket? I would think it would be easier and better stat spot to cube ORotZ and wear RORG. . . you would at least have a chance, albeit low, of rolling CHC, CHD, Socket. . .

I have now taken it for a spin (pun intended) and is actually a decent build to find gear for another build.
With OK-ish gear, low gems (75) and no augments I can clear GR55 in 2-4 minutes. Is not to my taste for torments because stopping to pick up stuff is kind of tricky but in terms of laid back GR clearing to find better items for other barb builds (and getting some decent exp in the process) it does well. Besides it has enough toughness for GR55/T12 to skip nerves of steel altogether (in SC) which gives me a 5th passive to play with.
If I didn't have a HT chicken for that it would be OK for bounties as well. Went for topaz on helm/warzechians and the cheese combo: hoarder + goldwrap. Cannot comment for split bounties because I haven't done one in more than a year.
