For the most part this is a pretty standard DMO setup.

For season or in general, your first priority is getting 6 piece DMO bonus, you just don't do enough DPS without it. Like me in Season 3, wear a rorg if you have to so you get the set bonus.

Rings

I personally feel like the Focus & Restraint combo is the best option for a straight DMO wizard, combining Tal's with rorg or Crown of Primus are certainly options if you are not geared yet but I think Focus & Restraint is best in slot. You will be constantly procing this with the need of using MM for resource generation, CC and reducing cooldown of Slow Time.

Waist

I am focusing on high AS in this build so Witching Hour is the way to go.

Offhand

Triumvirate is a must, big DPS increase to Arcane Orb.

Wrists

Ancient Parthan Defenders I would say is best in slot. Best damage mitigation item for a cold build. It will help to use Azurewrath along with Zei's to proc this as much as possible.

Amulet

This is really pick your poison. Any of the elemental prevention amulets will work here, I personally like lightning because thunderstorm is hard to avoid.

Weapon

This is really up for debate. I personally feel like Azurewrath is the best option here because of the chance to freeze and increased cold damage. This will help proc Ancient Parthan Defenders which is crucial for surviveability. Some people like Gesture of Orpheus to increase the amount of Slow Time bubbles you can cast quickly but with high AS, a little cooldown reduction on your gear and in paragon, you wont even notice.

Gems

These are also pretty standard, Zei's, Bane of the Trapped and Iceblink all provide a DPS increase and CC to the build. CC is important not only to proc some items but it also helps keep mobs in your Slow Time longer. Iceblink also provides the 10% crit chance needed to get this build over 50% chance.

Paragon Priorities

Core

Movement Speed
Primary Stat
Vitality
Maximum Resource

Offense

Critical Hit Damage
Attack Speed
Cooldown Reduction
Critical Hit Chance

Defense

Resist All
Life
Armor
Life Regeneration

Utility

Resource Cost Reduction
Area Damage
Life on Hit
Gold Find

I always like to cap Movement Speed first, especially in groups it is hard to keep up with the other classes. Offense is really up to you, I usually like DPS first so crit damage and then attack speed. Same goes for Defense, usually Resist all is first. Utility I always like RCR first to reduce the big spenders, orb is definitely one of them.

Build Guide

I personally love the new DMO set especially because i love cold builds. The DPS is insane, I havent hit a billion crit yet in Season 3 but i am not that far off and my gear is not even close to being optimized.

I really think high AS makes DMO orb wiz so much more comfortable to play. Being able to quickly switch casting MM and frozen orb allows you to keep Focus & Restraint buff up more often and reduce the cooldown of Slow Time faster making there almost no need for a Gesture of Orpheus. It's critical to keep mobs inside your bubbles so the faster you can cast while mobs are moving towards you inside a bubble, the better. With crappy gear it can be tricky to keep mobs inside bubbles before they die so to counter that you can use Black Hole and Time Shell rune to slow them down.

I am still tweaking the skills a bit, because i dont have a lot of cooldown reduction I am liking Time Shell, I am able to cast a ton of bubbles over mobs. I am going to leave Time Warp because ultimately that is what you would use in end game.

Teleport of some kind is a must in group play, its hard to keep up with WW barbs and DH without it. In 40+ GR or solo I personally switch it out of black hole for more CC and DPS.

I use Energy Armor but its really whatever armor skill fits stats you are lacking.

Force weapon can be switched out for Conduit if you need more resource gen.

Passives I would say Cold Blooded is a must. A resource generator is useful to cast a ton of frozen orbs, I use Astral Presence but Prodigy is also a good choice. I like Evocation right now in Seasonal because I need some additional reduction to cast more Slow Time bubbles, the more the better. I like Dominance for groups or GR's that i can melt trash mobs because it is easy to keep the stacks up. For higher GR solo or groups it might be better to have an extra life with Unstable Anomaly.

Here is an optimized item build, if you haven't seen this calculator before, its awesome. http://www.d3planner.com/919894128
