A cold damage build, this build mainly focuses on the ability ray of frost, while using certain abilities and gems to utilise the tal rasha's passive.
I have done some additional research and found that 2h weapons are indeed better than having a 1h and source, though this is only due to the fact that arcane power is drained a lot quicker using a 1h than a 2h weapon and apparently having a 1h doesn't increase the frequency of damage ticks either. Though if the wrath of the bone king is not yet in your possession, then having utar's roar with either winter flurry or Light of Grace is a adequate solution, though when equipped with Light of Grace I suggest running the Ray of Frost 'Black Ice' Ruin as a trade out for 'sleet storm', also trade out spectral blades for magic missiles in this situation as well.

25% movement speed should be achieved before spending points in primary stat, defensive stats can be easily tested to determine which improves your toughness the most, resist all proved to be most beneficial to me.
Other notes not to do with paragon points:
- once bane of the trapped is lvl25, ice armour can be traded out for another spell, however the aoe provided by this ability procs gems as well as tal rasha's passive.
- sets within the build itself are exchangeable, though the 4 piece set bonus of tal's is required
- most of this build's abilities are also exchangeable, though Sparkflint familiar, ice armour and wreath of lightning are required in order to achieve full use of tal rasha's passive and proc chances.
- magic weapon is also available for trading with other abilities, I use it purely for the damage increase due to the requirement for toughness through equipment. Saying this you can also do the opposite and aquire set pieces/gear that increase damage and go for a defensive ability.
- passives are based around defensive ability as well as maintaining a good balance of increased damage as well.
- the damage increase acquired from the passive Arcane Dynamo does appear to work for the full duration of ray of frost channel.
- stacking frost damage as well as elite damage is suggested with this build.
