Build Guide

This build is not as tough as monk, but can be very fun to play in groups. With my so-so gear I managed to get to 500M toughness. Skill usage as follows:

Whirlwind - used to pull enemies on ice patch; Leap - Iron Impact - this can stack up for toughness build up and is used with boots to create huge surface of ice for CC, WotB - Striding Giant - 50% damage reduction; War Cry for toughness; Threatening shout - damage reduction; Earthquake - needed for build. Passives you can experiment, but I think this is OK.

For legendary gem use Moratorium.

As for gear, you need CDR on all items (you need it to jump all the time and to get WoTB to full uptime) + tank stats. I use Burning axe as it processes like ignore pain skill but Born's sword is essential (you can try with Born's sword and shield, leave that up to you). You can use String of ears belt for more damage reduction or Vigilante belt for more CDR. Leoric Crown is a must for double gem value and, as for the amulet, I leave that up to you (what you have in stash) but with CDR.

You can check my gear at http://eu.battle.net/d3/en/profile/RaistlinM-2638/hero/6036993 and see that it's not so good, but still manage to get to 500M toughness on group of monsters I jump on. Did GR 38 with a friend, but since I lack proper amulets was problematic on electric and arcane mobs.
