For your lag issue, I'd like to see a WinMTR report from you first before I make any guesses as to what may be your problem.

Please run the WinMTR test in the article I linked. Let it run for at least 10 minutes, longer is even better as it provides more data. You need to be playing the game while the test is running too and experiencing the lag you're talking about which should be easy if it's happening every three minutes.

The first hop which is from your PC to your modem is where it's not looking so good. That first connection should always be the best with no latency at all as it's just a short wire or distance away.

What model Hitron modem are you using from Shaw?
They've been having trouble with some models as can be seen by Googling "Shaw Hitron latency disconnects".

Try to get Shaw to replace your modem with a model not using the Intel Puma 6 cpu.
