Its funny that an active thread was just recently removed with little reason other than the discussion involved the downfalls of a certain head of this game, yet at the same time threads existing for the sole purpose of soliciting third party gold sources remain active.

http://us.battle.net/d3/en/forum/topic/7593400629

This is 5 hours old, which is two hours older than the mentioned thread, and deemed more acceptable on the D3 forums than opinions of the community.

Get your !@#$ together.

Yes, the thread was removed. If it's created again, it will be removed again.

It wasn't removed because it had a negative tone, though. It was removed because a) it provided no basis for constructive conversation about the game or any of its features (sorry, but that's pretty much impossible when you start something off with "Hey, why hasn't this person been fired yet?") and b) while critiquing the game is totally fine, making harassing or defamatory statements about Blizzard employees is not. If you have an issue with that then...well, these forums may not be your cup of tea. =/

As for why some threads exist while others don't? It's possible our moderators haven't reached that particular biohazard report yet, whereas the thread in question was immediately visible to me on the front page. We do our best to keep up with your reports, but we may not always be able to address them in real-time. That's something we're working to improve upon, though. :)
