I haven't gotten anything good in like 2.5-3 weeks. All the legendaries/set items that I DO get, are hilariously garbage (or roll garbage). Am I playing diablo 3 1.3?

I posted in a similar thread recently, and I’d highly suggest you check it out, because it goes into the nature of probabilities and how Magic Find works in Diablo III.
In brief: drops are in no-way controlled on a per-player or account basis. What you are experiencing, be it a Legendary hot streak or dry spell, is simply a result of RNG.
